Why the Downloaded Report Is Not What You Need

A government inspector is visiting your school tomorrow. You go to the UDISE+ Report Module, click download on the school certificate, and open the PDF. The enrollment figures are from 2025-26. Or the PDF opens blank. Or the document downloads correctly but shows no certification stamp — and the inspector says it is not valid.

Three different problems. Each one has a different cause. The Report Module has multiple report types, multiple academic years, and a distinction between submitted and certified data that most school operators do not know exists until an authority rejects a downloaded report.

This page covers why UDISE+ report downloads fail or produce the wrong document — and exactly which certificate to download for which official purpose.

Problem 1: Report Shows Previous Year's Data

The Report Module defaults to showing the most recently certified data — which may be 2025-26 if the BRC has not certified your 2026-27 data yet. When you click download without changing the academic year selector, you get last year's report.

How it happens:

• The system pre-selects the academic year dropdown at the top of the Report Module to the last certified year
• Operators click download immediately without checking the year selector
• The operator submitted the 2026-27 data, but the BRC has not yet certified it — the report for 2026-27 shows "data under verification" or remains unavailable

Fix:

1. Log in to the Report Module at udiseplus.gov.in/udisereport/
2. Before clicking any download button, look for the academic year dropdown — it is usually at the top of the page or in the report selection area
3. Change it to 2026-27
4. If 2026-27 is not available in the dropdown, the BRC has not yet certified your data for this year — you cannot download the 2026-27 certificate until the BRC completes certification
5. Confirm that the year shown in the report header after download matches 2026-27

Problem 2: PDF Downloads as Blank or Corrupted

The download appears to complete — the file saves — but opening it shows a blank page or a PDF error. This is almost always a browser or session issue, not a problem with the data itself.

Common causes:

• Session timeout: The portal session expired while you were navigating. You send the download request, but the server responds with an error page, which saves as a PDF-named file but contains HTML error content
• Browser PDF blocker: Some browsers block PDF downloads from government portals and show a blank preview instead
• Popup blocker: The report opens in a new tab that the browser blocks silently
• Incomplete download: Slow connections cause the file to save partially

Fix:

1. Log out completely and log back in — do not just refresh the page
2. Use Google Chrome in incognito mode for report downloads — it handles government PDF portals more reliably
3. Disable popup blockers for the udiseplus.gov.in domain
4. Right-click the download button and select "Save link as" instead of left-clicking
5. If the file saves but is blank, open it in Adobe Acrobat (not your browser PDF viewer) — sometimes the content renders in Acrobat when it does not in the browser

Problem 3: Report Downloaded But BRC Says It Is Not Certified

You submitted your data. You downloaded the report. The document shows current enrollment numbers. But the Block MIS Coordinator or District Education Office says the certificate is not valid — it does not have certified status.

The distinction:

• Submitted report: The school entered data, which waits for BRC review. You can download it, but it carries no official certification. It shows a "Draft" watermark or has no certification signature in some state portals.
• Certified report: BRC has verified and approved the data. This is the official document. It shows the certification date, BRC name, and official stamp.

Check your data status before downloading for official use:

1. Log in to the main UDISE+ portal
2. Check the dashboard — each module shows a status badge: Draft / Submitted / Verified / Certified
3. School Profile must show "Certified" before its certificate is officially valid
4. If the status shows "Submitted" or "Verified," wait for the BRC to certify — or contact the BRC to expedite

Step-by-Step: Downloading the Correct Certified Report

1. Go to udiseplus.gov.in/udisereport/ and log in with school credentials
2. Select academic year 2026-27 from the dropdown
3. Navigate to the report category — School Reports → School Profile or Enrollment as needed
4. Enter your 11-digit UDISE code if prompted
5. Click "Generate Report" — wait for the page to fully load before clicking Download
6. Download the PDF — check the first page for: academic year (2026-27), school UDISE code, certification status/stamp
7. If you do not see a certification stamp, verify in the main portal that your School Profile status is "Certified"

Download Checklist Before Submitting to Any Authority

1. Academic year shown in report header = 2026-27
2. UDISE code in report = your school's code
3. Enrollment figures match what BRC certified (not what you originally entered if BRC corrected it)
4. Certification stamp, date, or BRC name visible (for certified reports)
5. File is not blank — open in Adobe Acrobat to verify, not just browser preview
6. Report type matches what the requesting authority asked for
